Florida Dental Board Fingerprinting (Out-of-State) – Step-by-Step Guide for California Applicants


If you’re applying for a license with the Florida Board of Dentistry and you’re located in California, the fingerprinting process is a little different than standard Live Scan. Don’t worry—here’s a clear, step-by-step guide to help you complete your fingerprints correctly and avoid delays.


🔍 Why the Process Is Different


Florida requires fingerprints to be submitted electronically to the Florida Department of Law Enforcement.

However, California Live Scan systems are only connected to California DOJ and FBI systems—not Florida. That means your fingerprints cannot be sent directly from California to Florida electronically.

Instead, you’ll follow a process called Hard Card Scanning.


✅ Step-by-Step Process


Step 1 – Get Your Fingerprints Taken (FD-258 Cards)


Visit one of our locations and we will:

  • Capture your fingerprints digitally using Live Scan equipment

  • Roll and print them onto official FD-258 fingerprint cards

  • Ensure high-quality prints to reduce the chance of rejection

This is the most important step—poor-quality prints can delay your application.


Step 2 – Choose a Florida-Approved Provider


Florida requires that your fingerprint cards be converted into an electronic submission.

To do this, you must:

  • Select a Florida-approved Livescan provider

  • Make sure they offer “Hard Card Scanning” services

These providers are authorized to take your physical fingerprint cards and submit them electronically to FDLE using your ORI number (EDOH4560Z).

Step 3 – Mail Your Fingerprint Cards


Once your fingerprints are completed:

  • Mail your FD-258 cards to the provider you selected

  • The provider will convert your prints into a digital format

  • They will submit your fingerprints directly to FDLE

  • Do NOT mail your fingerprint cards directly to the Florida Board — they will not process them

  • Each provider may require online registration and payment before mailing

  • Processing time may be longer due to mailing and conversion

  • Some providers may not include a photo submission, which can affect future background check sharing within Florida’s system
